  Proposals

Phase I

SOCOM Phase I proposal instructions are included in DoD SBIR solicitations.

All proposal information must be received electronically via the DoD SBIR/STTR Submission site (http://www.dodsbir.net/submission). Once registered, a firm must prepare (and update) Company Commercialization Report Data, prepare (and edit) Proposal Cover Sheets, complete the Cost Proposal form, and upload corresponding Technical Proposal(s). The proposal submission, exclusive of the Company Commercialization Report, must not exceed 25 pages. Only the first 25 pages will be reviewed and considered if a proposal exceeding 25 pages is received.

A proposal must contain the following documents: a cover sheet, a technical proposal and a cost proposal. Offerors must complete the cost proposal using the cost proposal form posted on the DoD SBIR/STTR website. Firms are commonly required to include transportation costs in their cost proposals to travel to Tampa, FL, for two separate meetings. The first travel requirement is usually for the Phase I kick-off meeting and the second travel requirement is generally for the Phase I out brief meeting. (Note: Individual topics may require these meetings to occur at another location. The topic write-up specifies the location.) The meetings usually take less than four hours and at least the Principal Investigator is required to attend both meetings. Notwithstanding the requirement for the Principal Investigator to attend both meetings, any other individual needed to discuss all aspects of the SBIR topic should also attend the meetings.

Paper copies of proposals will not be considered. A complete electronic submission is required for proposal evaluation. An electronic signature is not required on the proposal. The DoD SBIR/STTR Submission site will present a confirmation page when a technical proposal file upload has been received. The upload will be available for viewing on the site within an hour. It is in the offeror's best interest to review the upload to ensure the server received a complete, readable file.

Phase II

SOCOM invites SBIR firms to submit a Phase II proposal after determining which Phase I firm has the best chance to successfully transition the needed technology. SOCOM describes the requirements of the Phase II effort in a Statement of Objectives (SOO) and associated Contract Data Requirements Lists (CDRLs) for documents. The Phase II selected firm oftentimes participate in the development of the SOO in an effort to clarify the expected results and to help ensure the objective is achievable. The Contracting Officer requests the selected Phase II firm to submit a SOO within 30 calendar days of issuing a Request for Proposal. The technical and cost proposals are evaluated and the Contracting Officer typically awards either a Firm Fixed Price or Cost Plus Fixed Fee type Phase II SBIR contract.
