  Phase I and Phase II Selection Processes

Phase I is a Source Selection:

SOCOM performs a source selection to determine which of the proposals will be awarded a Phase I SBIR contract. The source selection criteria are:

1. The soundness, technical merit, and innovation of the proposed approach and its incremental progress toward topic or subtopic solution.
2. The qualifications of the proposed principal/key investigators supporting staff, and consultants. Qualifications include not only the ability to perform the research and development but also the ability to commercialize the results.
3. The potential for commercial (Government or private sector) application and the benefits expected to accrue from this commercialization.

Phase II is a Business Decision:

SOCOM awards follow-on Phase II SBIR efforts to firms that have the highest potential to successfully develop and transition the needed technology. The Phase II decision is a consolidated assessment of the firm's technical merit, qualifications, commercialization potential and performance during Phase I. The Phase II selection process is not a Phase II source selection down-select.

SOCOM closely investigates a firm's commercialization plan, which describes how the firm plans to perform all business disciplines (such as: manufacturing, sales, advertising, financing options, etc.) needed to commercialize an innovative product or service throughout the SBIR process.

Use of Contractor Consultants/Advisors

Non-government advisors may have access to the offeror's proposal(s), may be utilized to review proposals, and may provide comments and recommendations to the Government's decision makers. They do not establish final assessments of risk, rate, or rank offerors' proposals. Consultants and advisors are expressly prohibited from competing for SBIR awards. They are required to comply with procurement Integrity Laws and sign Non-disclosure Agreements and Rules of Conduct/Conflict of Interest statements. Consultant's and advisors sign Non-disclosure Agreements with the companies with which they are employed and they sign another Non-disclosure Agreement for each SOCOM SBIR topic they are asked to support.

CONTRACTOR CONSULTANTS AND ADVISORS TO SOCOM MAY REVIEW AND PROVIDE SUPPORT IN PROPOSAL EVALUATIONS DURING SOURCE SELECTION.
